Dominic Rowan, also known as Aaron Royer, 55, is wanted by officers from the Metropolitan Police's Central East Command.
He is accused of failing to comply with registration requirements of the Sex Offenders' Register.
He is also wanted for questioning in connection with an allegation of rape in Suffolk.
Rowan is from Hackney, but may have left the area.
